P3, like all urban renewal areas in Colorado, is governed by state statute. This clearly defines what the URA can and can’t do. What can URA’s do?
Sue/Be Sued
Undertake projects and negotiate, enter into contracts
Develop appropriate regulations for buildings and land use
Survey and study blighted areas
Borrow and invest funds
Condemn property
Acquire, rent and lease, manage and dispose of property
Compensate individuals and businesses for relocation impacts
Work with the Town on planning, platting, zoning, and rezoning parcels in the URA
Arrange for the construction and/or repair of streets, utilities, or other facilities

When the Town of Parker created P3 (Parker Authority for Reinvestment) in 2006, Colorado State Statutes provided two Urban Renewal Boards options.
Mayor and Town Council can serve as the Authority Board.
Mayor and Town Council can appoint members to serve as the Authority Board.
At the time, the Mayor and Town Council determined that the Mayor and Town Council would serve as the Authority Board. This gives oversight to the URA.
What is Parker’s URA?

ENHANCEMENT
P3 is dedicated to improving and progressing Parker while maintaining the community’s small-town feel and high quality of life.
COLLABORATION
P3 projects are public/private partnerships that include improvements to public spaces and amenities. P3 collects thoughtful community feedback and integrates it into final plans.
INVESTMENT
While the majority of funds come from the private sector, public investment comes from Tax Increment Financing (TIF).*
*Not all URA projects use TIF.
